Locking Rate Tables
The Practice Managing Organization will have the ability to lock and unlock rate tables. This prevents rates from being changed once they've been agreed upon.
When an organization is the practice managing organization, their users will have the ability to lock a rate table. Rates will be locked at a shift level.
By default, all rates will be 'unlocked'. If rates are unlocked, anyone with access to the rate table will be able to make changes to the rates.

Once a rate table is locked, all users with access to the rate table will view the table as a 'read-only' version. If a rate table is locked, this means the following:
- A user will not be able to edit a rate when in the timesheet
- A user will not be able to edit a rate from the schedule
- A user will not be able to edit a rate from the rates manager
- Rate Table dates will not be editable/new rate tables can be created/rate table cannot be deleted if the rates are locked and there are shifts on the calendar before the rate table end date.
- 'Reset to rate table values' functionality will be blocked if rates are locked.
- Users cannot bulk update rates using the upload template if rates are locked - Kimedics will notify you which rates were not added/updated.
Users who do not have these permissions will see the lock/unlock as text and not a drop down.

Any and all changes around the rate table can be viewed in the changelog.
The changelog will show:
- if rates were changed - what they were before and what they were updated to
- if someone locked/unlocked a rate
- if someone updated the rate table end date
